According the Hierarchy system, you must apply each level in the order that they fall in the list. In terms of effectiveness at reducing risk, the first level in the hierarchy is “Elimination”. it is the most effective and down to the last “PPE”, which has the least effectiveness.
PPE is probably the single most-over-used and least understood risk control measure. It falls at the bottom of the hierarchy for a number of reasons:
• It permits the hazard to come as close to the person as their clothing
• It is often incorrectly specified
• It is often poorly fitted
• It is often poorly maintained
• It is often improperly used
